There is simply no easy and standard for progressive DV. such as the XL2 simply distribute the progressive image output on two fields - just like the PAL television. The DV signal remains technically interlaced. Really plays a role only if you subsequently moved incorporating elements such as rolling or Wipes title. The default will be calculated in half, which can be synonymous but somewhere in the depths of the project settings if you have those parts "filmmäßig" in frames rendered wants.
So in short: Do not experiment, but rather capture your material as completely normal DV. The processed Premiere lossless. Therefore, "uncompressed" synonymous no advantage.
PS: The fact that the amount of data an uncompressed recording (about 30 MB / sec) some frames are omitted, surprise me at all.

PAL DV is always lower filed first "as the field order. (exactly reverse of D1 NTSC or PAL widescreen. DV is specified in the so-called Blue Book, or synonymous officially designated as IEC 61834. The signals are interlaced but not in the bitstream as two successive blocks. So this is not a 20ms (at 25 frames / sec) offset in Picture instead.

premiere what version you have then? So I have cs3, UBD kNN because I have no problems setting progressive. as far as I can remember, it can be since the 1 per version? hab synonymous the XL2 - and no problems. So I think what you have done wrong (with the default settings) will not premiere.
