If it is not to be great is synonymous with Photoshop:
- Export image sequence from Premiere as a filmstrip - Import Filmstrip in Photoshop - To select the distorting Frame (Choice Fixed size 720px x 576px) - Filters-Distort-bending and applying experimenting.
If you can apply to some of the frames in between some frames may well be, then sees that, with suitable background noise, pretty good.

Synonymous, I think we have enough to filter in AE.
Nurdas with the film strip has alerted me and I wanted to try.
