Again to clarify: My main question relates to an optical Image Stabilization. It has to my knowledge the only functional, high-frequency small trembling movements of the hand offset. They are when you use a monopod of course continue, so at least when shooting without a swing stability probably still makes sense. Actually, everything there is to say, but in focus is: AN stabilizer when there is a risk of unintended camera movement, and stabilizer OFF when the camera is fixed unalterably anyway. Whether the stabilizer optical or electronical now works, plays no role.

An Image Stabilization for a shoulder camera is very rarely used. The only available as extras in the Optics, or between Optics and Body. And, BTW, a Canon XL1 or JVC100 or how the call is not as I shoulder camera.
