MPG file of 1024x 576 at 768x576 with low qualit. Loss convert?

Hi,
please help me with this problem. I have via DVB-t and the software PowerCinema (Cyberlink) a video in MPG format. The format of the previous broadcast was in 1024 x 576 format and unfortunately, the desired program in the same format although they are actually in the format should be 768x576. Why I do not know. Now I would like the existing MPG file into a DVD convert. Previously, I would like the "distorted" picture of course crop, which makes it the preferred format is 768x576.
How can I change the existing mpg file of 1024x576 to 768x576 Crop (black bars above and below) that the quality suffers as little as possible? What (free) program, etc.?

Yes, the video image actually 1024x576 big or is that just an indication in the file size and the beginning of the picture is in fact 768x576 size?
