Hi Nannie,
It has become common in the art now that the video films is still a relatively expensive hobby, if such it operates seriously. With the slogan "greed is good" because you come not very far.
On 1) I find the Canopus ADVC-300, which features among others a TBC and a noise filter. The price for this lies with currently 377 EUR (; www.digitalschnitt.de). To "2)": Super 8 of course means a deterioration of the computer equipment. There is a plugin called Cinelook of Digieffects that creates it, but you like it so dear for nothing. I feel the same way and so I've downloaded the trial version, which generates rendering Störbalken colorful, but still helps to understand how the filter works and it be programmed in Effect or Editing rebuild. Ulead I do not know, but I can not describe to you how you must adjust the DV material: 1. Add Grain. Super 8 has a clearly visible, "dancing" photo grain.
