Actually, there are currently in Germany only LG and Philips with pure video recorders, or Funai (less well known but have long been synonymous build VHS units) and some NoName brands.
The LG's can play back NTSC, the TV should be but probably PAL60 compatible.
Service is spot on prices of 50 - $ 100 for a current video really no preference ... a new purchase comes cheaper.

If your friends are so far a German and thus had VCR PAL videos compatriots have, they have a TV with certainty, the PAL may be synonymous (in NTSC countries is the exception). Mir is not available in Germany videorecorder known, the NTSC could begin. Do your friends are still on VHS recording? Or is it just a question of old tapes to play? If yes, are the hints of MK to be observed.
If not, google times after VHS Multi-Standard. In the U.S. and Canada is expected to offer significantly better than here.
To my knowledge, produces nearly None of the formerly large Manufacturer VHS recorder still Sonykauft itself has for years been at the Samsung VHS deck, JVC, as we have read here recently, also the production. Philips buys for years at Funai. With Panasonic, I am not sure ...
Generally, today offered the VHS recorder, but standard class - so nix Dolles.
