Would like to create a 16:9 project. Effects in the preferences indicated 16:9. In Premiere, I see in the preview window, but the black bars left and right instead of top and bottom. Who knows how this works?

When you first create a 16:9 project, first time you see black bars anywhere. The preview window is black and in 16:9 format.
If you now a 16:9 clip importierst and in the timeline reinziehst, it fills in the black bar without the entire preview window.
Importierst thou a 4:3 clip, or importierst you have a 16:9 clip premiere of what is interpreted as a 4:3 (because the imported clip in the 16:9 bit is not set), so you can see, logically, the left and right black bars in the 16:9 preview window. Just as if you have a 16:9 television in a 4:3 film anschaust.
