for explaining the frame rates I have two demo videos show, in which one shows the 25fps and the other 15fps. Provided I have a normal DV - video, as well as software products Premiere and After Effects.
If I for example, in AE the framerate to 25 or 15 RESTRICT, and then export both films from the same subjective and the desired demonstration will not be clear.
How should s.besten proceed?

You've written, "the desired demonstration is not clear." What do you mean by that? The shakes at 25 fps, which is at 15 fps is still apparent?
Then it shows the movement apparently not fast enough. Take a look through a swing or let cars drive through the picture. Perhaps, it is synonymous, not 15 fps, but to 12.5 fps (half of 25). This should not interpolate AE, but would simply omit frames.
