You need an extremely fast processor. I would have recommended a Dell Studio XPS 8100 with i5 670 with an Intel Core i7 870 with 3.46 GHz or 2.93 GHz. Much less should it not be for AVCHD editing. But for the above config you'd have still drauflegen well what.

A i7 and a graphics card with CUDA currently offer probably the best package for Picture / Video Editing.
The i920 can be to still overclock quite well, when rendering to save even more time.
