There are so called "Royalty Free Music". Thus all the legal issues in this regard have been completed. These must be purchased, of course.
To C)
A few seconds to 1 minute is not long but very short snippets of music extracts. A halbsekündiger "orchestral hit" from a Mozart symphony is in regular use easily u, since hardly traceable and completely isolated from their original context.
