I am looking for a reasonably good tripod under 250 ¬ with a clever video head.
I used to always work with Sachtler and Vinten tripods, for smaller private things that I do not want to rent. Sowas that I do not get to the price of 250 ¬ is thus quite clear to me!
It is primarily designed to rotate smoothly. The weight is not important because I with private things with movies anyway only a small camera. What brands and tripods are recommended here? Or should I only buy a "good" video head and relatively cheap tripod legs that wobble does not, at least?

The head of the Manfrotto 936 is not so good - had views in youtube an about-turn - you might as well do without a tripod throughout. ZT report users that the dragonfly is installed wrong ...
