for a computer science engineer-thesis I'm looking for a way of an analog video source (or Scart SVHS) to create a MPEG2 video. When searching the web I came across this forum and hope that due to some unread posts help.
The problem is that the used hardware to be controlled using a separate program to be developed end start (record /, position and size of the video image on the monitor, etc.). What hardware offers the listed options, and more importantly, where can I find information on how the appropriate hardware can be controlled.
How can you possibly see from the question I am in the area of video and computer novice (a pure programmer), so the links would be general information to the described problem synonymous offer very helpful.

Thank you for the informative answer, so I have taken a big next step. The platform is being developed, in fact, Windows, under the C + + Builder.
