Low-light shots are now a problem for all Camcorders. The more expensive it can be quite good, the cheaper rather less.
principle would recommend in your case, a Video Camera, for example, a Canon 550D with video function. Then another with a fixed focal length 50mm and 1.8er aperture (the Lenses are quite cheap) and you already have a veeeery good LowLight Camera (only very slightly more expensive).
