You're wrong.
How about a pianist has already described, the sheer number of frames sI has no auto positive effect on picture quality. Worse still, the picture quality suffer too many I-frames, as when only a very limited bit rate available. I-frames are in opposite to all other frame types (P-Frame, B-frame) is extremely large and at a predetermined fixed bit rate they would have to be compressed much more to be not greater than the bit rate requirement, which in turn extremely poor quality would result.
