The following description refers to Premiere 6.5. I assume that the approach is similar in Premiere Pro 1.0:
Race the desired position in the timeline s.and choose Export from the menu> File> Timeline> Frame. If you are not currently working with HDV, is the single image Resolutioneines Video (PAL) at 720 × 576 pixels.

And after this so exported Picture of a DV camera is, of course it is interlaced with the crests and usually marked as unusable .. which then resolves into Photoshop is a Filters>> Filters>> Video Filters>> De-Interlace ..
Now the picture is useful ..

Export Settings> Keyframe and Rendering> Video Footage join.
