Hello,
Premiere can do not to my knowledge, it can only separate scenes. That means every time when the recording button is pressed s.der Camera is a new scene. There is a tool called Scenelayzer, the films can be tuned to any separate pieces.
However, I do not quite understand how you of the time ran to the scene right want.
