my footage is available in 480x360 format. My trailer will not run in 1024x768. Do I have a real chance of the material to the new size to scale with acceptable losses? If yes with what program? What do I do s.effektivsten?

For me it is synonymous not make sense to artificially inflate the data. If you would like to have a high-resolution trailer, then high resolution movies!

Design you say? Presumably there what to do with whether you are organizationally capable of cope, such a thing. The quality is probably not good.
Perhaps a useful tip I can give you ... Perhaps the material is suitable referencing (look at the files, if they come from a network) for a vectorizing (converting to outlines ... trace). If you do not know how to do it, then forget it very quickly again, what I have written grad.

The scaling function of Premiere is in my opinion, net bad, but the ne considerable margin is that you will probably see quite clearly.
You can do it via a try with the demo and look you how it will look like.
