Hello,
I have been a few scenes, which were unfortunately not quite horizontal filmed. In PPro I address this by indicating it in fixed effect "movement" in the rotation (change in my case, 3 °). Although the alignment is then ok, but the picture is blurred and other effects such as the acceleration of the clip by a few% or less are no longer applicable because the quality decreases very much.
My question: my approach is correct or is there another function / tool / plug with which one produces better results?

[Yes, I realize that one should immediately look for when shooting to capture the scene horizontally, but on leaked material, I do not have much influence ..]

I fear that you may have to live. Rotate the films and subsequently larger scale to fill the margins of nunmal unfortunately, at the expense of quality.
a plugin, tool, special trick to me is here synonymous not known.
