Hello Yavanna,
you want your TV picture on your PC, or get your PC to the TV Picture?
For the first you need a TV card, or a video card with an analog input for a laptop. Then you can record videos synonymous, provided you have a video player xD
There are those with a direct scart connection and of deals that have RCA, or other synonymous.
For the second you need only one graphics card, with such an output (TV-out). This can be synonymous SCART, RCA, GeForce and Radeon usually have their own times.
For further details, I'll tell you when I know what you want to do!

Ok so I would like to have the television program on my computer so I can take it there. As for my Graphic card, I just write the time on the bill s.was Celeron M360 (1.40 GHz, 1MB L2 cache is 400 MHz FSB) and up to 128MB shared graphics memory. I have no idea what that meant I had the laptop (three weeks ago with my brother but not here) to Dell is ordered. So he's on a recent state if that is important.
Antwort von LuFaHa:
It is important that you have connections:
Blue and trapezoid: VGA
White and trapezoid: DVI
Round Yellow with holes (such as chinch): Composite
black or yellow, round with small holes (such as PS / 2 [keyboard / mouse connector): S-Video
the latter two requires four times as ( "analog") Input
Then you may start using.
Nevertheless, you are more likely to recommend a TV card. Unless this is built into the graphics card already:
-> Then you can go directly from the receiver or cable into the card!

@ Yavannna
Seems that people currently have no sense of real challenges.
Perhaps you find in your environment, someone who can watch local times.
