Hi,
have now the last time in the video clip of Kool Savas - The OR is seen the effect that light beams from her eyes out. Sowas went so far as I could remember times synonymous with Matrix, but only when Agent Smith in The Matrix Revolution (s.end), where the light was behind the sunglasses.
How do you do something?
Work with Premiere and afterfx.

Given that several techniques are necessary.
Once mask the eye area clean and apply the mask on a bright color level to obtain the illuminated area at eye shape.
Then the rays of the luminous surface of producing. Radial Blur Effect when there is very practical.
Then the real image plane (or main composition) with the beam overlap (precomposition).

There, the illuminated area is made by a white text on a black background "" and the rays through the radial blur. What is there not performed, is the overlapping with the actual video image.
So I would do it with AFX board funds. There are special lighting effects to buy more plugins to AFX. One is of Trapcode Shine
