VirtualDub is out of the house designed for AVI files. It is synonymous read MPEG1 files and a special version of VirtualDub can read MPEG2 files. MPEG4 can be read if it is present in AVI files, and a matching codec can be used on the PC of VirtualDub.
MPEG4 is synonymous outside of avi files exist. The typical extension of such a file is MP4. Such files can be read in VD are either not or only indirectly via Avisynth as a frame server. The same applies when there is no VD USEFULLY MPEG4 codec is available. But even this road is a dead end for you, because you can cut the video with VD never save as MP4 video.
I would invest a little money s.deiner body into a license for an upgrade of the Quicktime Player to Quicktime Pro. So you'll get a relatively inexpensive editing program. Test first if your MPEG4 files are playable in Quicktime Player (they are probably, but safe is safe).
Good luck
