I hope the video footage of cutting my Canon HF200 ...

I've got it now, not just in my head, but I imagine that I was with the free ffdshow + Haali splitter synonymous with Premiere CS3 was able to easily import AVCHD. Can not try it here, because I have not installed CS3.
Performance was not as great, but so might be enough for your needs.
