I am a beginner and has no clear answer to this question.
I want a NTSC-VHS video digitizer (either MPEG2 or DVD).
The VHS recorder converts NTSC to PAL60 format which is what the television easily reproduced.
On the PC sees it with the TV card is different.
I have tested various software:
Nero Vision 4, CyberLink PowerVCR II and VirtualDub
If I as an NTSC source, the picture appears in the correct position, but in black and white.
If I as a PAL source, the picture will appear in color. Nero Vision 4 and Cyberlink PowerVCR II, but twice.
In VirtualDub, it is not twice, but shifted up, ie the upper edge is cut off.
Is there a software with which the picture below can be moved or hardware that detects PAL60?
If not: Where can I get NTSC-VHS recorder to buy in Germany?
Or then there is the problem that the hardware is the NTSC signal does not recognize?

you need either a capture / TV card which allows you to PAL60 or a VCR to play NTSC 3.58 and there is no pseudo PAL converts. Then, all software should be able to be incorporated.
If there is only a cassette is, ask a TV Dealers times in order to standard conversion.

thanks for the replies.
My hardware is a Pinnacle PCTVpro PCI card with a chip CONEXANT FUSION 878a and in the forum I have found:
"The swallows BT878 chip definitely synonymous PAL60".
With DScaler is the Picture in any case properly and presented in color, it must be a software problem.

the connection is composite, ie FBAS. The VCR has no Y / C output and the WDM Video Capture Driver Windows may not be synonymous.
