No.. Like I said, the PAL television standard of sophisticated technically than NTSC, which most of the PAL-NTSC DVD players can play DVDs, but only very, very few NTSC DVD player with PAL DVDs to cope.

Burned DVDs do not have a country code. So you can play in any DVD player, unless the player supports the TV standards of the stored images.

Yes, it is possible to convert video recordings of PAL to NTSC. However, it adversely affects the quality if the picture in resolution (720 × 576 -> 720 × 480) and frame rate (25 fps -> 30 fps) is changed. In addition, this step (depending on the quality of the software and conversion) a longer rendering time to take advantage.

Here I am not entirely sure. It is basically a computer running no preference, with which Resolutionund frame rate video. Should the film be cut, but burned to DVD, it must be time and again changed qualitätszehrend of PAL to NTSC. I occasionally read of American versions of an editing program that supports only NTSC images (720 × 480, 30 fps).

As a postscript
There were as Sony Camcorder with the ability to include either PAL or NTSC. (TRV-33). Videos in AVI format can be converted into NTSC or PAL of the other way with good programs such as Canopus ProCoder.
The playback of eg NTSC to PAL devices is a Risky thing because although many DVD Player PAL NTSC playback, but does not convert an NTSC video that is synonymous and it is what makes the TV from it?
A PAL TV NTSC signal indicates at best a B / W picture with an NTSC a PAL disc player not happening.
The computer or Windows, it is no preference with him what you feedin. Also, the DVD drives play everything, provided that the codec's installed.

The PAL-DVD player is a TV-out mix of Standard NTSC (resolution, frame rate) and PAL (color coding). Older Television has so thoroughly problems, but newer devices can often represent multiple standards.
