This is the sort of question with which one can not start a lot.
In my experience, there are basically not a bad program. The one is a bit more intuitive than the other.
Pinnacle Studio is one of the beginner. But it requires synonymous clean system environment.
If you simply want time to cut a film, then you can simply trying times with the Movie Maker that is included with XP (you have to look for him at first, but it is there!)
Otherwise, you should subscribe only a little into the subject capture and occupy yourself with the alternatives. In addition to Pinnacle Studio 9 (or up to date version 10) there are good Programs of Magix and Adobe (Premiere Elements 2), of which there are also trial versions available.

Without something to buy new - you can do that in VirtualDub synonymous. Invite a video (VirtualDub for MPEG2 MPEG-taking) and save as image sequence. Pictures painted and imported back into VirtualDub. Current movie. VirtualDub is freeware and you get it on www.virtualdub.org
Good luck
