My question is:
There is Pal NTSC converter with whom I fotage immediately after the transfer to the disk, and then convert as usual with a PAL video editing program to edit it?

The cut of NTSC is not that the problem (most programs cut synonymous NTSC instead of PAL) but the quality is not as good as PAL (lower resolution) and one in Europe can not easily play anywhere. Sooner or later you are annoyed about the "wrong" material - if not now, then maybe later.
A conversion after PAL is affordable hardware with inadequate feasible (strong Jerkiness) and software is relatively expensive (long render times). In any case, worsens the quality of the conversion again. You can have a finished film when required standards are changing (eg when you're in PAL has rotated and the aunt in America wants to send a DVD), but for all the materials before the cut is due to the time required is not feasible. (Professional standard converters, which convert in real time and deliver acceptable quality, are invaluable for Normalos.)
So whenever possible, try the device again returned.

Within two weeks of which goes to the lucky anyway, because with the arguments "misleading product" you could be here - if there actually was this auction - do not come. After all, recording both the NTSC format as synonymous of the PAL version of the dissenting lower pixel number correctly and clearly indicated by the seller.
