There, I've already geguckt, but there is only video:
MPEG-4 video: 720x480, 640x480, 320x240 pixels
and under Bitrate:
Frame rate 30 fps
It is so often the case that the bit rate only for the smallest video is intended. So the 30 fps @ 320x240 and the 720x480 @ 15fps only.
And of Kbps and Mbps stands as synonymous nothing. Maybe someone has the camera and knows it.

Samsung is usually the worst record in the quality of his camcorder, is not recommended. MiniDV is called "mini-digital video", is digital.
