I did need a little JPEG sequence with realistic film noise and pollution (dust grains, hair ...).
Easy to NLE put over it to make the layer on "Multiply" and finished!

For the scratches it's cool - the grain is me but a little too "lax". But cool all the time.

The first are indeed very subtle and small scratches, so here's a version with larger scratches:
