Prem. Elem. 3.0-monitor window displays 16:9 picture 4:3 despite material

Hello,
I stand at the following problem: I have several recordings of my DV video camera up and now she wanted to edit in Premiere Elements. The images are all in PAL 4:3 format. Now show me the Monitor window, but one possible picture in 16:9 aspect ratio, so that the option "Secure Borders" will be useless. Exactly which is very important to me. Under Project Preferences, the Framegrößemstellung OTION the disabled. To better illustrate this, I tie two times the images.
Can anyone help with my problem? Thanks in advance!
Hmmm -- if you are recording a PAL 4:3 Camera did - why do you at the project settings, HDV 720p 29.97 fps preset? This may not fit.
Take as the project default preset DV (PAL) 1.067 25 fps. Greeting Wiro

Hello again,
I have my description probably expand a bit:
1. I sit here s.der University. The version that runs with us s.Institut is a "License Education", the principle only as data is delivered without packaging. The reference to a page in the manual gives me so unfortunately nothing.
2. When I start a new project is HDV 720p 29.97 fps always preset. To some of my camera to be able to admit, I have always under "Project Settings" - "recording" of "HDV Studio" to "DV Recording" switch to make the program recognize my camera.
Even when I started a new project was (and still do not have to), will give me a 16:9 Black Screen in Monitor window. 4:3 My recordings are then centered in the Black Screen packed (see picture above). So I know now, unfortunately, still not what I can change, so 4:3 images synonymous in a 4:3 frame are presented. Perhaps you can find me again so give tips.

Adobe Premiere Elements start => "setup" => appropriate default choices (eg DV PAL 48 kHz) => "save as default" => "New Project" ...
