After several terms of different type in the search or I have to survive but to create a separate thread access ;)...
My problem is as follows:
I have a standard video in PAL format (720x576) and wants to be an NTSC (720x480) ... umrendern've already tried everything but only come as far as the premiere performs a lot to me either (the video is from the picture since no material loss) or that I left and right margins have small black.
Now, I have considered whether there is a possibility (except on the pixel aspect ratio), the video for "Stretch"?
Synonymous gladly accept other suggestions to:)

Hi, if you are of Pal to NTSC walking, you have my opinion: either cut from the picture:
1) top and bottom edges
2) left and right beams, because the Pal-Picture is scaled down (and a blur, because the picture is less expected)
3) a distortion, if you are in the Height Stauch, icl. an associated uncertainty.
This is a different refresh rate. (PAL 25, NTSC 29, xx ...) The SOWISO a calculation on the ground. This makes the picture one way or get a degree of fuzziness.
I think you just have to try what fits.

PAL-export the timeline as a DV (NTSC).
If you do that then in a NTSC Project invites all true.
