The box is
likely to NTSC, to say she thinks she gets NTSC, then digitized, but your Final Cut Pro PAL expected because correctly.
Workaround (works

I can confirm that the DV Bridge susceptible to bad input signal response. With tactful fair playback (eg of a digital receiver or a good analog tuner), there are never problems, but older VHS tapes have some stop-stroke problems.
A TBC is a good idea, either built-in VHS recorder or as a supplementary device.
