I'm on the search for an effect whose name I do not know exist.
The effect is seen in the first and third second in the following video:
What do you call this orange pictures overlay and how can this possibly with Premier or After Effects handiwork?

You mean sure the Lens Flare Effect (lens flare). But what you saw in the video was just a color correction of 2-3 frames. These were just heavily tinted orange.
If you have just use the After Effects Effect Curves (Curves) s.die go places where the effect is to go. Click on the little stopwatch when curve effect (keyframes) activate Give a little red and pure then go next to the place where it should stop and make the curve straight.

So I have extremely bad weather conditions with threatening clouds additionally with dramatized stormy atmosphere. Spontaneous strong brightening over 2-4 consecutive frames especially in the lights and after 1-2 seconds a huge thunder from
