Your basic resolution of 640x480 is not 16:9 format. In your preview you get with this format is certainly represented black bars if you have Preview 16:9.
When exporting the program converts all the pixels so that you made your 640x480 then 1280x720, so 16:9 get.
The content will be distorted. You must: (select format or maintained as it always synonymous in your program) heist.
Then you will get, depending on the choice, either horizontally or vertically adjusted to the content. The rest is filled with black, but the proportions re-vote. It is only just bigger.

I recommend a Resolutionvon 640x480 in no case to interpolate to the HD.
Expect it to PAL but erstmal high (720x576) and hope that it still remains sharp.

Note: There is a PAL Resolution1024x576 that is because the 720 pixels will be stretched in width to 768
square pixels at 4:3 "" and in 16:9 to 1024
square pixels.
