since you rely on Webcams want, I'll think that you now not to seek professional quality.
My spontaneous idea would be a 4 channel video card how it should be monitoring purposes. Here you can record all cameras simultaneously and then cut accordingly. Some cards are synonymous a mono audio input.
However, the favorable tiresome cards with a total frame rate of 25 fps at (6.25 per camera). Also you do not have full PAL resolution. But for web videos perfectly adequate.
