Using smart rendering images were changed recalculated. Images which have not changed, are not touched. Exception is codecs (such as HDV with its MPEG2) are working with the so called GOP (group of pictures). If you change just one of the pictures in this GOP, it must be re-encoded the entire GOP.
And no, it is absolutely useful, because not everyone needs to be more expensive material to correct or edit with filters. There are cases when you push it into the timeline, cuts away unimportant passages and exported the material again to send it around via FTP to America.

This of course is a great pity if it is true that many passages remain untouched, because it means that one must either give up or at the premiere of Smart Rendering;

True enough. But that is precisely the world of different editing systems. When it was only AVID (and some smaller), which was just not a problem.
