APP so you can choose to have this rate of conversion is not at done. All you need to create a project with a sampling rate of 48 KHz. If no default is available, then take the 32 kHz project to change the rate setting and save it as a further default.
You can set the quality synonymous with rate conversion. It should be something like "very good" or "best".
