This can be any cheap NLE, even the windows own Movie Maker!

If you Subtitles (Closed Captions) to CEA608 standard (or CEA708) mean - is it possible, for example, with Vegas Pro.

How extensive will turn out the subtitles? Few s.Besten create subtitles directly in the NLE or authoring program. Subtitles for feature-length, there is the Belle Nuit Subtitler of. Which is virtually "Arte-standard" and works both with the most popular NLE's together as synonymous authoring programs. You can use the Subtitler give your translator that can run the movie as a little Quick Time in a window and writes the same with the subtitles.

Otherwise, there are freeware programs that cover but the most essential, but in my experience not to be recommended for various reasons (buggy, low volume and uncomfortable) for professional use.
