Does anyone know a free / low-cost alternative to Twixtor, with which the
super-slow motion blurred be awesome? I mean 200 frames / sec and more! But one need not have high-speed camera, but as my 60D. Synonymous would like to use VDL 16 ...

You can synonymous the demo version of Avid Media Composer take (the run for 30 days without restrictions). There is a very good interpolator in the Timewarp effect package under the name "Fluid Motion" is mentioned. Looks like this:
