When two similar sounds are delayed by 10 milliseconds each other, then one hears the determined. Picture and sound but are in fact usually only a maximum frame accurate, so a match with a maximum of plus / minus 20 milliseconds.
The average viewer will perceive 2 frames offset is not necessarily synonymous, but this is of course dependent on the movements of which belong to the sound.
An experienced editors often synonymous still sees 1 frame offset in the normal playback, but what lies underneath - forget it!
