So as you describe that it is a mono audio.
Premiere das detects if the first 3 stereo audio tracks are created will auto trace 4. Look left of the trail head - there is a small speaker icon that shows whether stereo or mono.
A mono, you can not push a stereo track - is not synonymous with violence ;-)))

The video with the mono in the PROJECT WINDOW mark, then
Clip> Audio Options> treat as stereo.
Then you can use the stereo tracks.
