If I SurCode in my audio material that is previously normalized to -5 dB, transcoder (no preference whether 5.1 or 2.0) as the volume of issued AC3 file is greatly reduced (by almost 20 db). Have been the setting in the "normalization" of 27 db changed to 2, left in the downmix at -3 db, it did not help. Does anyone have a suggestion or hint, what's wrong and how can I fix it?

Dialog normalization to -31 and set off all compressors.

A few questions:
1.
with "all the compressors" They probably thought the preference option "Dynamics compression preset, or even any options?
2.
Leave the 3 db surround back (in the Advanced), or disable it?
3.
How do you deal with the other options in the "Advanced" and in "Extended Bitstream ..." to?

To 1 - Yes, the dynamic compression.
Ad 2 - The 3-dB reduction was supposed to affect only the stereo downmix. That would leave me.
3. I can not answer because I'm not sure the code encoder know in detail. I can only assume that the other settings do not affect the next level (at least not in the 5.1 signal). Primary is usually only relevant in the dynamic compression and the Dialnorm value.
