Does not matter. Firewire is a protocol and is interested in what is by no means for the transfer. Accordingly, it works for both PAL and NTSC for synonymous. Relevant is what the camera recorded and stored on tape.

This requires the so-called streaming, ie, the camera must be able to transfer via Firewire to the current picture (usually) with lower resolution. If your camera can, it can be said without knowing the type not. Is on modern cameras, but often found on such.

Just because firewire does not care whether a PAL / NTSC device is connected, must of course be the program in the calculator (eg capture program) set so that if your device sends the computer program synonymous PAL PAL expected.

The thing is that I must decide between a tv-/video-karte or a firewire card.
ie, if the works with fierewire I would buy the course.

The Firewire card, you can use in any case, such as synonymous if you want to capture your recordings on the calculator to edit them there. An IEEE1394-PCI card may cost EUR 14 including a firewire cable. Because you can not go far wrong.
Make sure that the card is OHCI-compatible, then your camcorder can be controlled remotely without installing any drivers from the capture software.

My problem is I'm not in Germany and the firewire cards are very expensive. tickets not cheaper than tv, and much more expensive than 15 euro

when you move your tv signal via a card to play in the computer want, then the recorded signal is likely to analog? on the video out s.deiner camera to video input of the tv card, right? s.der cam is indeed mostly a av-out .... which is of course not really optimal for further digital processing ....
firewire on the other hand, digital data are sent from the camera into the computer, so like your dv-cam has recorded it! without the path via analog conversion, etc. ...
the webcam function work with some cameras synonymous over the usb port .. if available, and the cam support such
