Hello,
Who knows in the post-production with the disguised of making "faces", "number plates", etc.. This should run after like the pros, synonymous with the Picture, obscure, and to hire within a synonymous Scene 2, 3 or more parts of a frame.
Does anyone know a program that can do that?

"Can" does any editing program, the only question is how easy do you want to do it to you.
Either you create a circle etc with nem Titler, and animate the keyframes on yourself, or you take eg After Effects, and the whole track.
The question of technology is therefore to know about the type of program you are working in advance with
