Who knows how to open a digital super-8 film with a premiere pro project to edit and? The extension. VOB is not accepted.

Rename the file extension in order to Mpg. Then klappts sometimes. Alternatively you have the film in AVI, for example, with DVD2AVI.

There is a plugin of MainConcept MPEG for editing of material. It can handle synonymous with VOB files. However, it is quite expensive. A trial version, it is synonymous.
