So I now understand your question honestly, not quite. But when I SonyHandycam, which is certainly a Hi8 camera, if I can set the output on a Pal or NTSC to be held device. So I can use it for both.

PAL and NTSC are two completely different format. Different resolution, different frame rate and the synonymous Resolutionentsprechend a different pixel ratio.

The PAL TV standard is technically more demanding than NTSC. This means that now many synonymous NTSC PAL devices can play back images, the other way, however, remains closed.
If your friend needs to buy a camcorder in this country and something has time, he could be an NTSC device in the U.S. (Order of taxes on imports to Germany?). If it needs to go fast, and money does not matter, he could buy at a local retailer or mail order the SonyHVR-Z1 (HDV) / order. This can either be recorded in PAL and NTSC.
