There is a MPEG2 directly (without an AVI of it
tinker) to an OHCI device (in my case ADVC 110) and so on
the pay television.
WinDV I know. This is probably only with AVIs from.

Try times with the editing program of your trust. Depending on the program
works in real time (during the playback in the Timeline
DV-encoded and output via firewire).
With Vegas works wonderfully for example (because you can even
DVD Architect DVD menu in real-time control over s.TV
the analog-out of the DV converter)
