With what frame rate you have gecapturet the monitor? The PAL television standard valid in this country would like 25 fps. Furthermore, the Resolutionauf 720 × is limited 576 square pixels. Also, the interlacing causes problems when outputting to a television.
Toward the interlace flicker helps a slight vertical blur.

Hmmm, the standard effects in Premiere, I do not know, because I work almost only the (realtime with-) Matrox effects or the effects in After Effects. Schau doch mal in motion blur or similar effect. Not synonymous goes to a general blur.
