Pinnacle writes on his FAQ Page:
Pinnacle products are sold in the U.S., are generally only NTSC capable. Pinnacle products are sold in Europe are generally (PAL and NTSC SECAM capable and sometimes synonymous). "
Search: Studio 9, NTSC
Your Studio 9 should therefore show NTSC and probably synonymous to render in PAL. Have you ever tried?

Hello!
A freeware program that converts NTSC to PAL, I do not know (only PAL to NTSC: http://paul.glagla.free.fr/dvdate_en.htm).
But for about 65 ¬ you get the Canopus Procoder Express. So far I have changed so that only PAL and NTSC. In the opposite direction, I have no experience.
The PAL to NTSC conversion was basically okay. But there were several severe blockages on - remains from the previous frame.
Greeting!

Hello!
I just find in the readme file of Paul Glagla following:
* From Pal to NTSC and reciprocally (this function needs the Pinnacle Video deinterlacer filter)
Easy to test.

Hello!
Studio 9 I do not know. But it is understandable if an editing program can not mix NTSC and PAL. Therefore, separate Project for NTSC, PAL and export them to incorporate new PAL file in the PAL Project.
With APP, you can then proceed. Since APP is not when converting care less about the outcome of the fields unusable, however.
Whether the Studio 9 can?
