How can I make a AVI file into a MPEGII file in Adobe Premiere 6.5 to convert?

Hi Marco,
for Premiere 6.5 is the Adobe MPEG encoder unlock or leave the media with its exports Ligos encoders operate. The first opportunity I do not know (did not unlock it can) and of Ligos is old and pretty bad.
