The USB connection is too slow to transfer to of video with high resolution. Either sow or is jerky like a postage stamp.

If you own the signals from analog cable, and your parents will receive digital satellite reception, then the choice becomes more difficult. There can be few internal or external TV card to control both.
The next question is then whether this solution is able to receive the encrypted signals (from Premiere) to. It can not all TV cards. Since I have no pay-TV, I can not say much about this though.
